Consulting Services Dr. Harrell is available to consult with foundations, nonprofits, and corporations.
He holds a Doctor of Science degree in health services research from Tulane University with a primary interest organizational behavior. His current research is focused on the structural design of successful foundations and the measurement of foundation performance.
Since 2006, Dr. Harrell has served as Managing Partner of Philoptima Consulting, a strategic advisor to private foundations and grantmakers. He was formerly President of a large private foundation in New Orleans. His consulting services include strategic, governance, and operational issues in private foundations. He is also a frequent lecturer and author on “Concept Mapping”, a graphic communication system which uses pictures to demonstrate the link between the mission of a foundation and each grant with an emphasis on measurable outcomes.

Dr. Harrell is author of “Supercharged Giving: The Professionals Guide to Strategic Philanthropy” (2009), and he is passionate about boosting grantmaking outcomes through the latest applied research. He also wrote “Size Matters: Why Large Foundations Fail” published in Philanthropy magazine about the ground-breaking discovery of an inverse relationship between the size of a foundation and its effectiveness. His opinions are posted regularly in his newsletter "The Strategic Philanthropist".
Dr. Harrell is a skilled group facilitator for board retreats, community engagement sessions, prioritization and ranking events, and merger negotiations. Harrell's research is focused on organizational theory and behavior with specific interests in health legacy foundations, private family foundations, and community foundations. Recent lectures involve succession planning for family foundations and how small foundations can use evaluation to improve results without adding more staff. In addition to his experience in philanthropy, Dr. Harrell worked for more than twenty-five years in health systems management, hospitals, health maintenance organizations and related fields.
